Evaluating efficiency of network investments using simulation

Summary:

This paper presents a new methodology to assess both cost and quality performance of capital expenditure proposals by electricity distribution firms. This approach could, for example, be followed during/for the establishment of prices under a system of price-cap regulation. The methodology is based on the production of a large set of possible alternatives to the proposed investment plan. By comparing the price and quality performance of the proposed investment relative to the benchmark case, information can be obtained about its suitability.
